I can reply to this on behalf of the server, at the moment we would love to upgrade the server but unfortunately doing so would slash our playground dramatically due to the amount of players being on 1.8.9 refusing the 1.9 update like Hypixel for example, the biggest MC server out there still used 1.8.9 version because majority of players will continue only using it.
