No It's a straight additive. The damage calculations are done before the armour calculations take place and the riot shield damage reduction is a part of the damage calculations meaning It's an added 15/20%. Jack has confirmed this as well.

So, as of right now feather falling as a prestige perk is only applied to survivors but I think it should be applied for both survivors and infected. On Mcinfected 2.0 feather falling pro existed to combat this but since pro perks are no longer a part of the game I feel as if feather falling...
